Any russian with a higher VPH? Empty Any russian with a higher VPH?

Ive been looking into russians lately but have noticed they have a very low VPH. Ive heard the accuracy can be hit or miss but the lower VPH isnt necessarily a bad or good thing. Do they make movements along the ETA and sellita VPH of 28,800?

some russian watches have eta movements. Average VPH is 21K or so.
